In main vessel, add phase A ingredients in order with propeller mixing and heat to 50°C to 60°C. At temperature, add phase B to phase A and dissolve into solution. Add phase C to phase AB in order; mix until uniform. Discontinue heat. Cool to 40°C to 45°C. Transfer to suitable holding vessel.
